Strategy of Peace
"One who knows history may learn from
it that
Bismarck´s word, that one can do everything with bayonets but
sit on them, means the expression of a fundamental truth in politics.
It is known from the beginnings that permanent solutions can only be
reached through a peace which serves all sides in a just way. Therefor
however are essential preconditions, not at least, that one can not
choose his partner at serious negotiations. History shows this. The
real important figures of our times but also from eras before have
recognized this. Nowadays it was especially General de Gaulle, who knew
with his historic vision, how to introduce and really realize
peace. During the Second World War he emphasized time and time again
that without friendship between Germans and French there could not be a
permanent European reconsiliation in Europe. In a historic perspective
he brought this to the formula: Precondition for our future would be
the revision of the Verdun treaty. There shall be an understanding
between western and eastern Franconians.
Later, De Gaulle has endorsed peace with Algeria by making those
leaders of the Algerian fighters his partners which have fought hardest
against France. Had France walked along the way which Francois
Mitterrand and his friends had wanted the nation had most probably
perished from the Algerian crisis. So however, the peace treaty with
Algeria was the start of Paris´ great role in European politics.
Not less characteristic was the relationship between France and
Morocco.
Small minded politicians, like Georges Bidault, led to the arrest of
Mohammed V. of Morocco and sent him into exile. Further, they have
chosen a prince of the royal family, which was in bondage to them, so
that he would form a government together with Pascha El-Glaoui, which
was ready to accept the conditions of the French. When De Gaulle
assumed power, he ended this government which was fatal for France and
brought home the legitimate ruler whom the people wanted. At that time
the French nationalists said, De Gaullle had betrayed French.
Afterwards it revealed the opposite. Even today there is friendship
between France and Morocco, because many Moroccans realized that the
partnership with a European power would bring them advantage, once it
regarded their country not as a colony but also respects their internal
matters. This has led to the fact that even today the French are
welcome neighbors in Morocco, that the French language has sustained
further and that Morocco on its part has established a community with
the French, which may most probably give Morocco the chance to become
the leading nation within the Maghreb. So it can play a role which
reaches far beyond the numerical meaning of the people or the
economic potential of the country. By the way, Morocco too has in the
same spirit as de Galle persued a constructive role in the conflicts of
the Middle East, where one has to constate with regret, that the
Americans, like unfortunately some functionaries from the European
Union, never really recognized what the Moroccans, be it Arabs or Jews,
could do for a solution of the Middle East conflict.
One could add further examples out of history or from
all parts of the world to show that the most important thing to do in
politics does not mean to win battles. The peoples´ real interest
is to secure a common progress through the establishment of a peaceful
atmosphere by using the mighty potentials of our days.
Today, this applies for the situation in the Middle East, too. There
could be no final victory, when enemies are left behind. Sooner or
later they will arise, like the crusaders had to experience it once.
They may have produced huge works and created a civilization in
Palestine which stood
way above that of the surrounding peoples; but it lasted only for short
and in the long term left only ruins.
One can, whether in Europe or in the muslime world, not reach a
permanent peace by humiliating the opponent and stealing his people
the future perspektive."
